Demographic Analysis
Across 254 ZIP codes, income, housing costs, and racial and ethnic composition did not explain where inspections fell. The decline was systemic, not concentrated by income, housing cost, or race across ZIP codes.
No Inspection Schedule Required
No law requires county public health inspectors to inspect any city building on any schedule. Other county housing programs operate on mandated inspection cycles. This one does not, even though LA has the highest rentership rate of any major U.S. metro, 53% of households rent, and renters have no direct way to require an inspection the way an owner controls their own property.
Overlapping Authority
In the City of LA, the District Inspection Branch and the city's housing program inspect the same buildings, one for public health hazards and one for housing code violations. When District Inspection Branch inspections decline, the city program does not fill that gap.
